3. Subsidies for Office Rent
1) Business Establishment Promotion Subsidy for Priority Industries (Real estate rent fee subsidy) (Osaka City)

Area All areas of Osaka City
Eligibility Corporations involved with priority industries that will newly establish their offices or business offices of headquarters within the City
* Priority industries: Medical/welfare, lifestyle/culture, information-telecommunications, environment, human resources, bio/nanotechnology, robot technology
Subsidy requirements

1) Basic Subsidy

  • Rent a building and establish an office with a total floor area of 50 m2 or larger or with 5 or more employees.
  • Have more than one year of business history as a basic rule.

2) Special measures

  • Rent a building and establish an office with a total floor area exceeding 300 m2 or with more than 30 employees.
  • Have more than one year of business history as a basic rule.
Applicable expenses Building rent within 3 months (excluding common-area charges, security deposits and guarantee fee)
Maximum amount 1) up to 3 million yen
2) up to 10 million yen

2) Subsidy for New Business Establishments in Key Industries
(Applying the Program to universities) (Osaka City) Expanded in FY 2007


Area Priority Urban Redevelopment Areas as defined in Article 2-3 of the Urban Renewal Special Measures Law
Eligibility Universities that are newly establishing within the subsidy target area
Applicable expenses 50% of building rents for 24 months
[Travel fees and living expenses for foreign Universities are also applicable]
Subsidy Requirements Universities must be established as centers for fostering creative human resources essential in promoting urban revitalization.
Maximum amount 27 million yen. However, it is 54 million yen for foreign universities.

3) Subsidy for New Business Establishments in Key Industries
(Applying the Program to head offices) (Osaka City) Newly established in FY 2007


Eligibility Headquarters of corporations involved in information-telecommunications, biotechnology, nanotechnology, and other high-tech industries acknowledged by the mayor, intending to move into the City
Applicable expenses One third of building rents for 24 months
Subsidy Requirements -The total floor exceeding 2000 m2 and 200 or more employees (In the case of expansion)
-The expanded floor exceeding 2000m2 and 200 or more additional employees
Maximum amount Up to 60 million yen (maximum amount for 1 month: 2,500,000 yen)

4) Reduced Rent System (Osaka Prefecture)

Rinku Town/Hannan Sky Town
Contents Basic rent, excluding amounts equivalent to the municipal subsidy (equivalent to fixed property tax), reduced by half
Eligibility Companies that satisfy two or more of the following:
1) Related to leading-edge technology (IT, biotechnology, nanotechnology)
2) Possess high technology
3) Employ at least 10 full-time workers
4) Land-use area of 2,000 m2 or more
Applicable Term Contracts concluded by FY 2012
Reduction Term Five years from the conclusion of a contract


Area Surrounding Rinku Town Station
Contents Basic rent reduced to an amount equivalent to the municipal subsidy (equivalent to fixed property tax)
Eligibility Companies that satisfy one of the following:
1) Foreign-affiliated companies that employ 20 or more full-time staff members and engage in international exchange or tourism;
2) Employ 10 or more full-time staff members and have high academic,
research and development functions
Applicable Term Contracts concluded by FY 2007
Reduction Term Ten years from the conclusion of a contract
