Subsidy for New Business Establishments in Key Industries

Area All areas of Osaka City
Eligibility Corporations involved with priority industries that construct an office building on its own land in the City of Osaka
* Priority industries: Medical/welfare, lifestyle/culture, information-telecommunications, environment, human resources, bio/nanotechnology, robot technology
Subsidy requirements
  • Must establish an office whose total floor space exceeds 1,000 m2
  • Must have 5 or more full-time workers in the relevant office
  • Must have more than one year of business history as a basic rule
Amount of Subsidy 5% or less of invested fixed capital in buildings and facilities
Maximum amount 300 million yen

Area Hirabayashi North District, Suminoe-ku, Osaka
Eligibility Manufacturers recognized by the Mayor as an advanced industry in the fields of information-telecommunications, biotechnology and nanotechnolgy
Subsidy requirements
  • Invested fixed capital in buildings and facilities 10 billion yen or more
  • Must be in operation for 10 years or longer (and also satisfy the requirement in the number of employees)
Applicable expenses Within 5% of invested fixed capital in buildings and facilities
Maximum amount 3 billion yen

Area Priority Urban Redevelopment Areas as defined in Article 2-3 of the Urban Renewal Special Measures Law
Eligibility Corporations that are newly establishing universities within the subsidy target area
Applicable expenses Within 5% of invested fixed capital in buildings and facilities (limitations apply)
[Travel fees and living expenses for foreign Universities are also applicable]
Maximum amount 300 million yen
Subsidy requirements Universities must be established as centers for fostering creative human resources essential in promoting urban revitalization

2) Subsidy for Land Acquisition in Sakishima Cosmosquare

Area Sakishima Cosmosquare District, Osaka City
Eligibility Companies that acquire land in Sakishima Cosmosquare District and establish offices (R&D facility or business office) that specialize in specified industry sectors
* Specified industry sectors: Medical/welfare, lifestyle/culture, information-telecommunications, environment, human resources, bio/nanotechnology, robot technology, international trade
Subsidy requirements
  • Must purchase city land of 3,000 m2 or larger (in case of R&D facilities, 1,000 m2 or larger)
  • The floor space eligible for subsidy must account for 80% or more of the total floor space of the facility.
  • The facility must be prepared and used by the eligible company, and 5 or more full-time staff members must be employed.
Amount of Subsidy Within 30% of site acquisition costs
Maximum amount 1 billion yen
