Individuals satisfying one of the following conditions:

Foreign workers of foreign affiliated firms that establish a new base (head or branch) in Osaka City |
| (2) |
Foreign workers who come to Japan to work at foreign affiliated firms that have already located their business establishment in Osaka City. |
*Foreign affiliated firm: consisting of 1/3 or more foreign capital |

Vacant rental housing managed by Osaka City Housing Corporation |
